No "Plus" button to add a location on iOS

FYI,

On my iPad Pro (iOS 10.2.1) running the latest version of Safari, the orange “Plus” button does not show up in the bottom right corner. I also tested on Chrome for iOS and Dolphin browser on iOS as well.

I finally went to my Mac and logged in there and the button showed up.

However, I did see the Add panel button under the “My Panels” tab on iOS.

This is a confirmed bug. ...

We have a (probable) Fix Staged in Beta and waiting for confirmation that it works and doesn't break anything else.

OK, I just rebooted my iPad Pro and force quit my Safari app. After that, I was able to see the orange Plus sign but in landscape mode only. It disappears if I rotate to portrait mode.

That sounds weird. I am able to see the "plus" sign under the "My Locations" tab on my iPad Air 2 running on iOS 10.2.1. I have this running on Safari browser

Is the Plus sign supposed to stay there after a location has been added? It's no longer there but if I do a refresh of the screen, I can see it momentarily but it disappears. On my Mac, I still do see the Plus sign which I assume allows me to add another location.

I just encountered similar issue when adding shortcuts. The plus sign disappeared after I had added a shortcut. However, when I clicked on the bottom right corner of my iPad screen, the "add shortcut" menu just popped right up on the screen. So, it seems the plus sign seems to be functionally there, just somehow not visible.
