Move Panel Options (...) from bottom right corner

Provide an option to move the on-Panel, Panel Options FAB (floating action button "...") from the bottom right corner.

To where do you want to move it, Johnnie?

The FAB is in the standard place per Material Design guidelines.

A partial workaround is to add a Shortcut Tile to the Panel of either:
