How to put Tiles above one another

I found the attached screenshot elsewhere on the forum, how did this user put 2 tiles on top of one another to the right of a 2x2 tile? Compare it to mine (below this)

the kitchen fan tile has to come after the thermostat.  In your picture, assuming the screen was four tiles wide, it should be living room fan, thermostat, blank, then kitchen fan.
